Some suggest that the "Irish" proverb was found by administration staff members on websites purporting that it was Irish.
So are the sources to blame?
Or was this a nefarious plot?
A White House spokeswoman told The Hill that the proverb was submitted via email on March 8 by the State Department "as building blocks in advance of this event. These building blocks were supplied in the context of the Shamrock Ceremony and were ultimately used in the prepared remarks for the luncheon."
